Here's a mixtape I did for fun of songs from different artists that have prominent flanger use throughout the song, in chronological order.

Led Zeppelin - Kashmir (1975)
The Cars - You're All I've Got Tonight (1978)
Pink Floyd - Run Like Hell (1979)
The Police - Regatta de Blanc (1979)
The Cure - A Forest (1980)
Rush - The Spirit of the Radio (1981)
Bauhaus - Third Uncle (1982)
Love Battery - Between the Eyes (1989)
Lenny Kravitz - Believe (1993)
Helmet - Biscuits for Smut (1994)
Butthole Surfers - Pepper (1996)
Tool - Forty-Six & 2 (1996)
Radiohead - Airbag (1997)
Rage against the Machine - Guerrilla Radio (1998)

Queens of the Stone Age - Go With the Flow (2002)
Death from Above 1979 - Blood On Our Hands (2004)

Not to be picky, but isn't Peter Buck just using distortion and a tremolo effect during the choruses of What's the Frequency, Kenneth?

The Spirit of Radio uses flanger? Now that you mention it, it seems incredibly obvious but I'd never realised it before. I'm not particularly good at realising when effects are being used unless I'm specifically listening for them, which is rarely the case.
