they are not very frequent, once or twice a year..but they last about a week so if you have a decent connection you can probably snatch at least 1 TB (probably much more)

keeping a good ratio is pretty hard if you download many things and don't have a good upload speed. I recommend you to download all the freeleech you can. Also, you'll only be required to maintan a certain ratio after you download your first 5 gb, and even after that the required ratio is pretty low if you seed everything you download.
