Without a doubt this is the most moving song in IDM or any other genre right now IMO.

Many songs give me the chills or strong emotions, very few however; can truly move a person like this song + video can.

I'd most likely say the ones that are affect me the most are either Cliffs by Aphex Twin or Rhubarb by Aphex Twin. I also consider a few of Boards of Canada's interludes like Olson and Bocuma. But if you need the most emotional IDM song, I'd find it hard to go past Öngyilkos vasárnap by Venetian Snares
